Each year the
CDC (Centers for Disease Control and Prevention), National Center
for Health Statistics (NCHS), convenes an international symposium
on Injury Statistics called ICE (International Collaborative Effort).
The 12th annual 2005 meeting was held in Cuernavaca, Mexico, on
June 1st and 2nd. The ICE participants present represented some
27 countries. Heron was invited to speak about the electronic Injury
Surveillance System that Heron implemented in Jamaica in 1998.

The Heron PAS
application software module suite is the logical starting point
for national computerization of the health sector. The PAS addresses
the functional processing needs in such departments as Admitting,
Inpatients, Outpatients, Accident & Emergency, Billing &
Accounts Receivable, Health Records Abstracting, Insurance processing,
and MOH Statistical Reporting. The PAS uses HL7 messaging, permitting
it to integrate to other application software modules within an
HIS (Hospital Information System).
An important
integrated module, which was developed for Jamaica, is e-Surveillance.
In Jamaica the JISS module (Jamaica Injury Surveillance System)
has been in live operation since 1998. The Heron e-Surveillance
system is capable of providing e-Surveillance on any disease or
health condition that needs to be tracked in an accurate and timely
fashion. The e-Surveillance module is easily maintained by the user
should there be a requirement to gather data on a current health
condition (TB, HIV/AIDS, SARS, or Bird Flu). The questions relating
to the new requirement can be set up overnight, and sent electronically
to all computerized health centres (hospitals or clinics) immediately.
The CDC was
closely involved with the Jamaica Ministry of Health (JMOH) in 1998
when Heron was asked to implement e-Surveillance into the operational
PAS. This led to the fact that Jamaica became the first country,
worldwide, to implement a national e-Surveillance System for Injury,
a leading cost component of the overall JMOH budget.
